The EU's revised Waste Shipment Regulation mandates digital submission of transboundary waste movement documents via DIWASS. Travas is a SaaS platform with an approved connection at DIWASS Route 3 for businesses in the Netherlands, Belgium, and Germany.
DIWASS , the Digital Waste and Shipment System , is the European Commission's central platform for processing electronic notifications for cross-border waste transport, integrated with TRACES NT.
Under EU Regulation 2024/1157, digital submission is mandatory: from 21 May 2026 for amber-listed shipments, and from 1 January 2027 for green-listed shipments (Annex VII).

The table above lists three routes. Choosing between them is not a compliance question. All three end in the same submission in DIWASS. What differs is how much of the work is done by hand, and how often that work comes back.
The Dutch advisory firm cle-ver describes the portal as follows. The quotations are kept in Dutch, because a translated citation is no longer a citation.
“Dit is een beveiligde web-omgeving van de Europese Commissie waar elke handeling handmatig door een medewerker moet worden uitgevoerd binnen DIWASS.” [1]
And on what that choice means for the organisation: “Kiezen voor de Web GUI betekent dat je de EVOA-administratie behandelt als een gescheiden onderdeel binnen je bedrijf.” [1]
The same source describes a connection: “In het automatische scenario is de API de directe digitale brug tussen jouw eigen bedrijfssoftware en de centrale DIWASS-database van de Europese Unie.” [1]
And the consequence: “wordt het EVOA-proces integraal onderdeel van je huidige werkomgeving.” [1]
The difference between Route 2 and Route 3 is in the table above: Route 2 leaves manual steps in place, Route 3 does not.
cle-ver names no number of shipments, only an order of magnitude: “Voor bedrijven met meer dan een handvol grensoverschrijdende transporten per week, is de API-koppeling een toekomstbestendige keuze.” [1]
A company with a few shipments a month manages in the portal. A company with several a week does the same work in the portal again every week. That is the trade-off, and every company can make it on its own figures.
This is the part that is easy to get wrong. A connection does not take the place of your registration. The European Commission writes, verbatim: “To connect through commercial software directly with DIWASS, the operator must first be registered in DIWASS and have a user authorised to represent this operator in DIWASS GUI.” [2]
So the company still has to be registered as an operator, and a user still has to be authorised to represent it, whichever route it takes afterwards. How that registration works is set out on the page about logging in to DIWASS. Travas can also prepare and submit that registration on your behalf, as a one-off service; what the service covers and what it costs is set out on DIWASS registration. You can also submit the registration yourself directly with your competent authority, free of charge. The decision on the registration rests with that authority.
The ILT has recorded in its declaration to the European Commission that companies may access DIWASS through commercial software. [3] That declaration concerns the route. It names no supplier, and it does not follow from it that any supplier is preferred or approved.
Travas is connected to DIWASS through an approved API connection, at Route 3. [4] Travas submits, forwards and confirms the submission. The decision on a notification or a report, and how long that decision takes, rest with the competent authority. [4]
